OFFICIAL RULE BOOK

FOREWORD

The rules in this booklet were compiled by men with much experience in this field, who are interested in the racing business with the sole intent and purpose of building better racing cars, a safer association for the drivers, and the entertainment of the public who attend the race meets.

These rules were not made to be broken, to penalize any one man, or to cause any undue hardship or cost in the building of race cars to compete in these races. These regulations were written to help create better, safer racing machines, free from as many mechanical imperfections, accidents and hazards as is possible. We also believe that they will contribute much toward public interest and enthusiasm for this very fine sport.

Read these rules: Know your rules and abide by them:

Good sportsmanship, showmanship and cooperation are fine qualities for a good show.

Let us keep auto racing the most exciting, cleanest, the most competitive, the fastest growing sport in America. Do your part – be a good sport – drive hard!

GENERAL RULES OF MEMBERSHIP

MEMBERSHIP SHALL BE LIMITED TO PERSONS WHO HAVE REACHED THE AGE OF 16 YEARS. Any applicant having reached the age of 16 years but not the age of 21 years, shall be granted membership only upon presentation to the Secretary of the Club, a "Waiver and Release" signed by his/her parents or legal guardian(s), duly subscribed and sworn to by such parents or guardian(s) before a Notary Public.

PROOF OF AGE WILL BE REQUIRED.

Any person found to be of illegal age or who has falsely gained membership will be suspended from all activities sanctioned by C.A.R.C. and no refund of fees paid shall be made.

All applicants for membership agree to abide by the By-Laws and other rules established by the C.A.R.C., Inc.

A BAD CHECK PASSED TO THE CLUB AUTOMATICALLY VOIDS THAT PERSONS MEMBERSHIP.

The membership fee is determined annually, renewable before June 1

 

st to be eligible to vote in the next general election in accordance with the By-Laws.

RULES OF CONDUCT

Every member of the C.A.R.C. shall conduct themselves as ladies and gentleman at all times when appearing before the public as a contestant or as an official. Each driver and pit attendant will be furnished the proper identification tags which must be available at all times during race meets. Anyone found giving his pit pass away to allow someone in the pits who is not entitled to be there, will cause themselves and their car to be barred from further competition in that race meet. The pits are for working and not for visiting.

Everyone seeking admission to the pits must respect the Gateman in their fulfillment of his/her duties.

MEMBERS MUST HAVE THEIR MEMBERSHIP CARD WITH THEM AT ALL TIMES OR THEY WILL NOT BE ABLE TO PARTICIPATE OR VOTE AT ANY C.A.R.C. RACE MEET, MEETING OR OTHER EVENTS.

It is recommended that all officials wear light colored clothing while on the track, in the infield or in the pits. All C.A.R.C. members are encouraged to represent themselves, their Club and their car by wearing neat clean apparel.

NOTE: A drivers license or picture I.D. will be required if a persons age is in doubt by officials. 3

CONDUCT RULE

Any person or member of the C.A.R.C. who engages in unsportsmanlike conduct ( as determined by the Board of Directors) at any C.A.R.C. sanctioned race meet or other Club event may be suspended for one (1) or more race meets and may be otherwise penalized at the discretion of the Board of Directors.

Any member of the C.A.R.C. who agitates a strike or demonstration against the C.A.R.C. may be suspended for one (1) or more race meets or be otherwise penalized at the discretion of the Board of Directors.

TRACK RULES APPLY. TRACK MAY SET OWN PENALTIES

FIGHTING RULE

Any person engaged in fighting (physical contact or throwing objects) at any sanctioned C.A.R.C. race meet or other Club event may be fined up to $100 and can be suspended for up to one calendar year as determined by the Board of Directors. The Board will consider a person who enters another's pit area the aggressor if a problem arises.

TRACK RULES APPLY. TRACK MAY SET OWN PENALTIES

DISQUALIFICATIONS

- Drivers/car-owners/crew members disqualified for conduct may be subject to track

penalties and/ or CARC penalties.

- Penalties may include : fines, suspensions, and loss of points and prize money.

- Track rules prevail, however, the CARC reserves the right to uphold, increase or

decrease track penalties, as necessary.

- Points, trophies, and prize money earned prior to disqualification are not subject to

penalty unless specifically addressed by the CARC.

In all situations relating to enforcement of the Conduct and/or Fighting Rule, the board will provide to the general membership, a written summary of the facts pertaining to the situation in conjunction with procedures used to reach the decision.

The use or suspected use of intoxicants or drugs by drivers, car owners, mechanics, officials or pit attendants during a C.A.R.C. sanctioned race meet is strictly prohibited under penalty of immediate expulsion by any track official and later as decided by the Board of Directors. The ambulance attendants will be utilized to assist in deciding whether or not a person is impaired by liquor or drugs.

TRACK RULES PREVAIL

Drivers and pit personnel are responsible for reporting each and every accident immediately to the track medic and track officials.

Anyone entering the pits for the purpose of driving a car or as either member of a pit crew or as a spectator will sign a General Medical Release at the time a pit pass is purchased stating that to the best of their knowledge their physical condition is good.

RULES CONCERNING VISITORS

Persons holding membership cards from other clubs must take out a C.A.R.C. membership if they wish to participate in more that one (1) race meet. Visiting cars will not be awarded points for that event.

No non-registered cars will be allowed to participate in any regular C.A.R.C. "point season" race meet unless the vehicle conforms to the rules set forth in this book.

Exception to the above paragraph will only be made when, with the approval of the C.A.R.C. registered owners, a special invitation has been issued to said car or cars, in advance of the date for which the race meet has been scheduled.

Visitors are subject to all rules and regulations contained in this Rule Book or any other regulations of the C.A.R.C.

NUMBERS

No car number shall be more than two (2) digits (#00 through #09 and also #1 through #99) unless, due to excessively high requests for registration’s the need for higher numbers become necessary.

The numbers 19 & 99 have been retired by the C.A.R.C. out of respect for the contribution to the C.A.R.C. by John Pachello (19) and Bob Land (99). The numbers 19 & 99 shall never be reissued to any other C.A.R.C. competitor as voted on by the Board of Directors.

Numbers must appear on both doors of the car; on the roof of the car, or on sides of the wing; small numbers on front and back of car. Numbers on top of hood must face grandstands.

Numbers must be readable from across the track and clearly visible to those in the judge’s booth. 5

Numbers must be registered on each car but are the property of the car owner and must be retained by him. If a car changes ownership the number must be removed unless a re-issue and transfers are approved by the Club Secretary.

New cars joining the C.A.R.C. will not be allowed to run under any number which has already been registered with the Club. A new number will be issued in case of such duplication or conflict.

Numbers bought before

 

MARCH 1ST are yours for a full year unless the owner releases it by giving written notice to the Secretary.

Any controversy concerning numbers will be passed on by the Board of Directors whose decision will be final.

One full year will be considered March 1

 

st through the Last day of February for the purpose of numbers only.

ELIGIBLE VOTERS

All C.A.R.C. members must present their membership cards before an election. Proof of eligibility to vote will be stamped on membership cards. Any C.A.R.C. member who votes and is not an eligible voter will be considered a member not in good standing. Should a non-member vote, this person will be denied membership for that year. All C.A.R.C. members are responsible as concerned Club members to assist in holding fair and honest elections so that the purpose and principles of C.A.R.C. can be upheld with the cooperation of all members.

Everyone that enters the pits must obey all safety rules while working on cars, watching races or driving in an event.

It is the driver’s responsibility that his/her vehicle is inspected before entering the race track. This vehicle must have the approved inspection sticker in plain view. Any vehicle should be inspected after a wreck. Failure to do this may result in a fine or disqualification from race meet or meets. Depending on the decision of the track official.

When approval of a vehicle by the C.A.R.C. Inspector is given it means only that the vehicle is approved for participation in a competitive event and shall not be construed in any way that the inspected vehicle is guaranteed mechanically sound. All drivers should be aware that the C.A.R.C. Inspector shall not be liable nor shall the sanctioning body be liable for any mechanical failure or for any losses for injuries resulting from same.

Fire suits are mandatory for ALL DRIVERS IN ALL CLASSES. Fire retardant underwear and gloves are required for ALL DRIVERS IN MODIFIED CLASS.

Fire retardant shoes will be required for all drivers. 6

GENERAL RULES FOR OWNERS AND DRIVERS OF ALL CARS RACING WITH THE C.A.R.C.

C.A.R.C. MEMBERSHIP CARDS MUST BE IN OWNER’S POSSESSION AT ALL TIMES! MEMBERHIP CARDS HAVE TO BE PRESENTED BEFORE PIT PASSES ARE BOUGHT. PIT PASSES MUST BE PRESENTED TO GUARD AT GATE.

NO CAR MAY HAVE MORE THAN ONE REGISTERED OWNER!

NOISE RESTRICTIONS

 

: TRACK RULES PREVAIL

NOTE: The officials of the C.A.R.C. recommend that all pit personnel, officials and drivers use some type of ear protection (such as ear plugs) while in the pit area or driving a race car.

SAFETY REGULATIONS FOR DRIVERS: Track Rules Prevail

Drivers will be required to wear regulation type helmets Snell 2005 or newer specifications. No open face helmets.

Shoulder straps are mandatory in addition to seat belts as specified elsewhere in this book. Shoulder straps or harnesses that fasten around chest must unbuckle in the front. 5 point harness mandatory.

TRACK RULES PREVAIL

NOTE: ALL RULES CONTAINED IN THIS BOOK WHEN PERTAINING TO SAFETY FACTORS WILL BE STRICKLY ENFORCED BY SAFETY TECHNICIAN, AND TRACK PERSONNEL.

THE FOLLOWING POST-RACE TECH PROCEDURE WILL BE IN EFFECT STARTING WITH THE 2011 SEASON

The tech inspection team will consist of one primary tech inspector(appointed by the Board of Directors) and at least two (2) assistants. The tech inspector will not be directly associated with any car or team. The team will be assisted by the race liaison (if necessary).

The tech inspector will:

1. Perform the standardized technical inspection on selected car(s) as set forth in the C.A.R.C. rulebook. The inspection will include checking the car for minimum weight and left-side weight.

2. Enforce all safety requirements set forth in the C.A.R.C. Rule Book.

3. Perform post-race technical inspection after ALL main events.

The race liaison/tech inspection team will: 7

1. Notify CNS track officials (if applicable) which finishing have been selected for post-

race tech.

2. Directly notify spotters of cars selected for race-race tech.

3. Visually monitor pits to ensure selected cars go directly to tech inspection area.

The car owner/crew/driver will:

1. Ensure two (2) adjacent intake manifold bolts are predrilled with 1/8" holes to allow

installation of an engine seal after inspection. If these bolts are not drilled you may be

subject to re-inspection or disqualification.

2. Ensure his selected car proceeds directly to the inspection area after the race. No

intermediate stops are allowed.

- Any car properly notified to go to post-race tech that makes ANY stop enroute to

tech inspection area will be penalized to the last running position on the racetrack.

Car will receive points/monies for that position. Car must pass post-race tech

inspection. Drivers with special circumstances (i.e. competing in multiple divisions)

must notify C.A.R.C. officials of their situation prior to the main event.

3. Provide all tools/equipment necessary to prepare the car for inspection. Remove parts

at the direction of the tech inspector. You will need tools to remove both valve covers,

two (2) rocker arms, a spark plug and to disable the ignition. Your starter must be

capable of turning the engine over at 150-200 rpm. Notify the tech inspector if your

starter is inoperable.

4. Cooperate with the tech inspector during the inspection to ensure a thorough inspection

is completed. Make no attempt to add/remove equipment from the car without tech

inspector approval.

5. A maximum of two (2) crew members plus the driver may be directly involved in the

tech inspections. At least one (1) crew member qualified to remove parts/answer

questions will remain with the car until inspection is complete. At no time will car be

left unattended.

6. Except in adverse weather conditions, the entire post-race inspection will be completed

in the designated inspection area. At the tech inspectors discretion, the number of cars

to be inspected may be changed or post race inspection may be cancelled.

7. Open discussion of rules interpretation is encouraged. Foul or abusive language will

not be tolerated.

1st & 2nd place finishers will ALWAYS be subject to post-race inspection. One (1) randomly chosen 3rd to 10th place finisher will normally be selected for post-race tech. Additional cars may be chosen for inspection as deemed necessary by the tech inspector/race liaison.

In the event that driver/car owner should refuse the tech procedure, the driver automatically forfeits all points and money for that event. Further penalties may be imposed if deemed necessary. 8

In the event the car is found illegal, that driver will lose points and money for that event..

In the event the engine is illegal, points will be taken for the entire season up to that point.

WEIGHT INFRACTIONS

- Scales are accurate to 1/10 of 1% (0.1)

- Left-side weight of 56.1 % will be allowed

- Minimum weight of 2098 lbs.(1998 lbs. w/crate motor) will be allowed. Weight will

include driver/equipment as it comes off the racetrack.

Note: In the event that a car selected for inspection has lost parts during the race, every effort will be made to return parts to the car prior to the post-race weight check. Every situation is unique, the decision of the tech/inspector/ Board of Directors will be final.

PENALTIES

- Cars found illegal will be moved to last place in the finishing order. Drivers will lose all points for that race event. No prize money will be awarded for that event. Car must be inspected prior to returning to competition.

CARS FAILING TO BE RE-INSPECTED OR CARS FOUND TO BE ILLEGAL DURING RE-INSPECTION WILL BE PROHIBITED FROM FURTHER COMPETITION, UNTIL CAR HAS SUCCESSFULLY PASSED THE RE-INSPECTION PROCEDURE.

PROTESTS AND PROCEDURES FOR SAME

Owner will be fined when:

Once found illegal on engine, transmission, or fuel.

Twice found illegal on chassis.

Both the protested car and the protestor’s car must be in the pits at the time of the protest. Should the protested car owner want to counter-protest, he/she will have ten (10) minutes in which to do the same.

Only qualified car owners are eligible to protest a car. A qualified car owner is one who has qualified for seventy-five percent (75%) of the current race season’s race meets and is a C.A.R.C. member in good standing. The protester’s car must be in the pits at the time of the protest and must remain in the pits until officially released by the Board of Directors. If the protester’s car leaves the pit before being released, the protester shall lose protest money and all points gained that race meet.

No person may participate as a helper at a tear down unless he/she is a currant C.A.R.C. member in good standing prior to the protest. 9

When a car is protested, one person will act as protester and will post the sum of

 

$500.00 for a full engine tear down (1 valve cover and head, intake manifold and oil pan). If fuel is also protested and additional sum of $100.00 shall be posted at the same time. There will be an additional sum for analysis which will be paid by the protester. Protest money must be posted IN CASH with the Board of Directors before the protested car leaves the pit area. The protested car will be impounded and subsequently removed to the designated inspection garage at the discretion of the Board of Directors. If a protester wishes to add a car not included in the post race inspection, the sum of $300.00 must be posted for each car checked IN CASH.

Tear down will occur at the inspection garage designated by the Board of Directors. Said inspection garage owner shall receive

 

$50.00 for every car protested per race meet. The C.A.R.C. will retain $150.00 per inspection which will be redirected to the end of the year point’s fund. All tear downs (time and place) will be at the discretion of the Board of Directors.

Tear down on out of town shows will be at the discretion of the Board of Directors.

It shall be the responsibility of the Board of Directors to provide adequate security for protested cars between the protest and tear down to assure absolutely no one other than the Board of Directors will have access to the car or cars.

IF THE PROTESTED CAR IS FOUND LEGAL, THE PROTESTER FORFEITS ALL OF THE

 

$500.00 PROTEST FEE. THE OWNER OF THE PROTESTED CAR WILL RECEIVE $300.00. THE GARAGE OWNER WILL RECEIVE $50.00 AND THE C.A.R.C. WILL DEPOSIT THE REMAINING $150.00 INTO THE YEAR END POINT FUND. IF THE PROTESTED CAR IS FOUND ILLEGAL, THE PROTESER WILL IMMEDIATELY BE REFUNDED THE $500.00 PROTEST FEE. THE OWNER OF THE ILLEGAL CAR WILL FORFEIT THE WINNINGS FOR THAT EVENT PLUS ALL POINTS AND CREDITS GAINED FOR THE SEASON. THE OWNER WILL BE FINED $650.00. $50.00 WILL BE PAID TO THE GARAGE OWNER AND THE REMAINDER WILL BE DEPOSITED TOWARD END OF THE SEASON POINTS FUND. THE FINE MUST BE PAID IN FULL BEFORE THE OWNER/DRIVER CAN AGAIN PARTICIPATE IN ANY C.A.R.C. ACTIVITY. THE ILLEGAL OWNER/DRIVER WILL BE CONSIDERED A MEMBER NOT IN GOOD STANDING, UNITL THE FINE IS PAID IN FULL. IF THIS IS THE FIRST TIME THE DRIVER HAS COMPETED IN THE ILLEGAL CAR HE/SHE SHALL ONLY LOSE MONEY, TROPHIES AND CREDITS/POINTS FOR THAT RACE MEET.

REFUSAL OF ANY TEAR DOWN OR INSPECTION, THE CAR SHALL BE CONSIDERED ILLEGAL. THE OWNER AND DRIVER WILL BE SUBJECTED TO ALL THE PENALTIES OF AN ILLEGAL CAR.

SECOND OFFENSE ON CHASSIS WILL BE THE SAME PENALTY AS ENGINE OFFENSE,

 

$650.00 FINE AND LOSS OF ALL POINTS AND TROPHIES. 10

PROCEDURES AT INSPECTION GARAGE

Absolutely no one will be admitted to the designated Inspection Area within the Inspection Garage except one owner and his helper; the Tech-man and the members of the C.A.R.C. Executive Board. All work on the protested car will be preformed by the car owner and his helper.

The first car to be inspected, when more than one car has been protested, shall be determined by the order in which protests were filed.

After the first car has been torn down, the protestor must be satisfied with the findings of his advisors and the Tech-man before the car is released. After the car has been declared legal or illegal, the car owner will remove his vehicle from the Inspection Garage and the protestors will sign the release. All other cars to be inspected will follow the same procedure.

One Tech-man will be appointed by the Board of Directors at anytime it is deemed necessary. Said Tech-man shall have full authority to inspect the car in every manner necessary to prove or disprove the legality of the machine is in accordance with the rules set forth in this book. After thorough inspection of the car, he shall refer his findings and opinion to the Board of Directors.

After the findings of the Tech-man have been turned over to them, the Board of Direcotrs will vote and inform both parties concerned of their decision. In all protests the Board’s decision will be final and the protestor and protested agree to abide by same. However, if the Board sees fit to recess or postpone their decision due to lack of facts or for need of additional evidence in which to base their opinion, it may do so. If during the process of the teardown, any unsportsmanlike conduct arises, i.e., use of profanity, fighting, or other disturbance, the Board could find adequate cause for immediate postponement of the inspection.

TECHNICAL INSPECTOR RESPONSIBILITIES

1. Reports directly to Chairman of the Board.

2. Works in conjunction with Race Liaison to develop car-inspection checklists, car weighing

procedures, and post-race inspection checklists.

3. Responsible for conducting pre-race inspections, selecting cars for post-race inspection, and

conducting post-race inspection.

4. Documents post-race inspections and provides results to Race Liaison and Executive Board

for public release and archives.

5. Secondary contact for protests.

6. Secondary contact for coordination between track officials and club members.

7. Assists Race Liaison in preparing race line-ups.

- Winner receives 30 pts, 2nd – 29 pts, ect. Car must start the race to earn

Points. Any car starting the main event earns a minimum of 1 point.

If qualifying, heat races, or main event are completed, show-up points will be given. Points will be awarded only for events completed. If two heat races are scheduled but only one is held, NO heat race points are given. If only one heat is held due to car count, it will be considered a "fast" heat. Double points races may be scheduled at the discretion of the Board of Directors. If double point’s races are held, all points are doubled.

Non-points races may be scheduled at the discretion of the Board of Directors. 13

RACE LIAISON RESPONSIBILITIES

1. Reports directly to Chairman of the Board

2. Meets with track officials to ensure suitable pit parking is available, safety equipment is

available, dedicated space is available for tech inspections ( incl digital scale set-up), club

specific rules of racing are coordinated and race line-ups are furnished to track officials.

3. Coordinates with Tech Inspector to ensure inspection checklista are developed, pre-race car

inspections are completed, race line-ups are prepared and post-race inspections are

performed.

4. Acts as the primary C.A.R.C. point-of contact for track officials and club members to

resolve problems including timing, flagging and scoring.

5. Assists Tech Inspector to perform post-race inspections including weighing of cars.

6. Ensures Club digital scales are available and set-up at all races.

7. Ensures tech equipment is properly stored, maintained and available at the racetrack.

8. Primary contact for protests.

- If time trials are not held, all heat races earn points as follows:

- NO points are earned for the trophy dash
- Fast qualifier 30 pts, 2nd fast qualifier 29 pts, ect. Any car that attempts

to qualify will earn a minimum of 1 point. No points are earned if time

trials are not held.

- 10 pts (Earned if car is brought to the racetrack with the intent of

racing.)

C.A.R.C. POINTS STRUCTURE

Championship points are earned for race attendance, qualifying, heat races and the main event as follows.

Any driver that has not competed in more than four modified coupe main events in any previous season is considered a rookie by the
